Offenses committed prior to the repeal of an ordinance or the enactment of a new ordinance shall be governed by the ordinance existing at the time of the commission thereof. An offense under the ordinances of Vernal City shall be deemed to be committed prior to the repeal of an ordinance or committed prior to the enactment of a new ordinance if any of the elements of the offense occurred prior thereto.
