Prior to the adoption of Ord. 2006-21 on 06/07/2006, Section 12.04.050 read as follows.

    It is unlawful for any person to utilize public streets for the purpose of any show, play, sale, commercial display, commercial demonstration ,  or for the production of any play or motion pictures and video productions , or for social or recreational purposes,  without first obtaining  applying for a permit to so utilize the public streets. Nor is it lawful without a permit from the City to utilize any public sidewalk for the purpose of any show, play, sale, commercial display, commercial demonstration ,  or for the production of any play or motion picture and video productions , or for social or recreational purposes,  if such use conflicts with the normal safe flow of pedestrian traffic.
