Prior to the adoption of Ord. 2006-21 on 06/07/2006, Section 12.04.170 read as follows.

It shall be unlawful to construct or maintain ~~coal holes or other~~ openings in streets or sidewalks, except under the direction and supervision of the City engineer, and then only after the grant of special permission by Vernal City. (Added during 1993 recodification)
