Prior to the adoption of Ord. 2006-21 on 06/07/2006, Section 12.04.240 read as follows.

    It is unlawful for any person to remain standing, lying, sitting on any street ,  or highway ,  or crosswalk ,  or sidewalk appurtenance thereto ,  or to place any material or object thereon in such a manner as to :
    A.     o O bstruct free passage of any person or vehicle on the street or sidewalk,  into or out of any property abutting upon the street or highway or sidewalk or any property having access to the street or highway or sidewalk .
     B.    Create a safety hazard for either pedestrian or vehicular traffic.  Any obstruction or safety hazard made in violation of the provisions of this section may be immediately removed at the direction of the street superintendent and the person creating or placing the obstruction or safety hazard shall be deemed guilty of a Class B misdemeanor.
