Section 13.08.030 Separate utility service lines required for each developed parcel of property.

    A.    Except as specified in section B, culinary water service lines and sewer service lines must be so arranged that the water service or sewer service to each developed parcel of real property is provided through at least one service line for water and one service line for sewer utilities and that each water service line be controlled by a separate meter placed within and near the line of the street curb. Nothing in this section shall restrict a property owner from having more than one sewer and / or water service line on a developed parcel of real property.
    B.    A single utility connection may provide service to multiple parcels only if an entity duly incorporated and in good standing in accordance with the laws of the State of Utah enters into an appropriate utility contract with Vernal City and assumes all responsibilities associated with paying required fees and bills, maintaining all sewer service lines and water service lines beyond the City water meter and redistributing the water to the buildings or parcels in accordance with City ordinances and State law.  The properties being served by the single connection must be in a commercial use and zone, an industrial use and zone or a multi-family dwelling use and zone, each building containing five (5) or more dwelling units.  Vernal City may immediately terminate all utility services should said entity fail to maintain its incorporated status in good standing or fail to pay all fees and charges when due or otherwise violates the contract with the City.  Notice in a form acceptable to Vernal City shall be recorded in the Uintah County Recorder's office on any such parcel or parcels where multiple service connections are provided by one meter giving the name of the entity responsible for service and payment of charges.   (Added during 1993 recodification)
