If a water user requests that Vernal City conduct a performance test of his meter, testing its accuracy for measuring water flow, the City shall honor such request and perform the necessary testing. However, if such test reveals that the meter is recording the flow of water through the meter accurately, the owner shall be required to pay to Vernal City a payment of twenty (20) dollars for the costs associated with the testing. If the meter is found to inaccurately record water flow, the meter shall be replaced promptly by Vernal City and the user shall not be required to pay for any costs associated with the testing of the inaccurate meter.
