It is unlawful for any contractor, plumber or any other person to cut into or tamper with any sewerline or waterline or any of the appurtenances thereof, or install any new or additional service connections to the Vernal City sewer or water system without first obtaining a permit from Vernal City to do so. Then such connection to the sewer or waterline shall be made only in the manner and in accordance with the directions and regulations of Vernal City. (Added during 1993 recodification)
