Vernal City reserves the right at any time, without notice, to shut off the water from its mains for the purpose of making repairs or extensions or for other purposes necessary to maintain efficient water service. No claim shall be made against the City by reason of any breakage whatsoever or for any damage that may result from the shutting off of water for repairing, laying or relaying mains, hydrants or other connections, or for any other reason whatsoever.
