Prior to the adoption of 99-02 on 03/03/1999, Section 13.32.080 read as follows.

Vernal City shall notify each user annually of the user's sewer use fee and the percentage of user charges which are attributable to the operation and maintenance of the City's facilities. This notification shall be provided in conjunction with a regular bill for user fee. (Ord. 80-8 § 7)
