The words and terms defined in this title shall have the meanings indicated. The particular controls the general. The word "shall" is always mandatory and not directory; the word "may" is permissive. Words used in the present tense include the future unless the context clearly indicates the contrary. Words used in the singular number include the plural, and words used in the plural number include the singular unless the context clearly indicates the contrary. (PZSC § 03-01-005)
