Building permits or certificates of occupancy issued on the basis of plans and specifications approved by the Building Official or Planning Commission authorize only the use, arrangement and construction set forth in the approved plans and applications and not other uses, arrangements or construction. Arrangement or construction at variance with that authorized in the plans and specifications shall be deemed a violation of this title and shall be punishable as provided in Section 16.02.080.
