Chapter 16.22 HOME OCCUPATIONS
Section 16.22.035 Bed and Breakfast Homes.
The Planning Commission
may grant a conditional use
permit for a Bed and
Breakfast Home (Home) if
they find all of the following
conditions:
A. Bed and Breakfast
shall be allowed in all zones.
B. The Home shall meet
all building, zoning, fire,
health, and other applicable
ordinances, prior to any
approval being given. This
shall be confirmed by agency
sign-offs on a site plan
prepared as outlined in
Section 16.06.050 herein
submitted concurrently with
the application for a
conditional use permit.
C. The Home shall be
and remain the primary
residence of the owner(s) of
the home and a home
occupation permit shall be
required. If approved by the
Planning Commission, one
(1) employee may be hired in
conjunction with the Home;
however, the employee shall
not be allowed to reside at
the residence. A letter
attesting that the owner(s)
will occupy the said Home,
except for bona fide
temporary absences, shall be
submitted with the
conditional use permit
application.
D. The Home shall not
unduly increase traffic in the
immediate neighborhood.
Parking shall be off-street,
hard surfaced, and provided
at a rate of one (1) space per
guest room plus two (2)
spaces for the residing
owner(s). Off-street parking
shall not be in any required
setback area unless it can be
shown by the applicant that
parking in a specific setback
area will not adversely affect
surrounding property owners
or cause any unsafe
conditions.
E. The parcel and Home
shall be shown to be of
sufficient size to be in scale
with the number of people
using the Home. The parcel
shall meet all applicable
zoning requirements of the
zone in which it exists.
F. In residential zones,
signs shall be limited to one
(1) non-lighted sign not
larger in area than 576
square inches (i.e. 2x2').
G. Constructions and
alterations, and landscaping
changes to the Home shall
not alter the residential
character of the residential
zones and of the dwelling.
H. All facilities must
collect and pay any
applicable transient room
tax, sales tax, and City
business license fee.
I. Where any conflicts
between this Section and any
other provision of this Title,
state codes, or other
applicable rules and
regulations arise, the more
restrictive shall govern.
