For buildings in existence at the effective date of this chapter or an amendment thereto, the use of such buildings shall not change unless the new use complies with the parking requirements contained in this chapter. The new use of the building shall either provide the required number of off-street parking spaces as set forth in Sections 16.26.110 and 16.26.120 or shall pay in lieu of required parking as set forth in Section 16.26.090.
