Hereinafter specified permitted and conditional uses shall be permitted only when the following conditions are complied with:

    A.    All manufacturing shall be done within a completely enclosed building.

    B.    All uses shall be free of objection because of odor, dust, smoke or noise.

    C.    All development within a commercial zone requires site plan approval from the Vernal City Planning Commission as set forth in Chapter 16.06, Administration and Procedure, of this title. (PZSC § 03-24-004)
