All area not covered by  manufactured homes, hard surfacing, buildings, off-street parking space or driveways shall be planted in lawns, trees and shrubs or otherwise landscaped.  All landscaping must conform with Section 16.27 of this code.  Failure to provide landscaping in accordance with this section will be grounds for the City to withhold building permits.   (PZSC § 03-27-001) (4) (E))(Ord.
