Chapter 16.56 MANUFACTURED HOME PARK AND TRAVEL TRAILER COURT REGULATIONS
Section 16.56.420 Manufactured home regulations.
A. It is unlawful to
place a manufactured
home on any lot or parcel
in Vernal City, and to use
the same for human
habitation except in
compliance with one (1) of
the following conditions:
1. When placed in a
manufactured home (MH)
zone in a licensed
manufactured home park,
as defined herein, and after
obtaining approval from
the City Building
Inspector;
2. When placed on a
lot in a recorded
manufactured home
subdivision where the lot
complies with all the
regulations of the
manufactured home
subdivision (Chapter 16.46
of this code), and after
receiving approval of the
City Building Inspector;
and
3. When placed on any
lot where single-family
dwellings are permitted,
and where the lot complies
with all the regulations of
the zone in which the
manufactured home is so
placed; provided:
a. The manufactured
home was fabricated under
the revised U.S.
Department of Housing
and Urban Development
(HUD) standards of June
15, 1976,
b. The manufactured
home must have been
fabricated in two (2) or
more sections, each section
measuring a minimum of
twelve (12) feet in width,
c. The manufactured
home is placed on a
permanently engineered
foundation that meets or
exceeds the standards
adopted and published by
the National Conference of
States on Building Codes
and Standards (NCSBSC)
for the installation of
manufactured homes titled,
"The Standard for
Manufactured Home
Installations, ANSI A225.1
NFPA," the accompanying
manufactured home, or
equivalent standard as
adopted by rule,
d. The manufactured
home is installed by a
factory-built housing setup
contractor who is licensed
by the state in accordance
with the Utah Uniform
Building Standards Act,
April 23, 1990,
e. The manufactured
home shall have the
appearance when installed
of a conventionally-built
single-family dwelling,
and shall have:
i. A roof, residential in
appearance, which meets
all standards of the
building code.
ii. A facade with
dwelling-type siding that
includes, but is not limited
to: wood or simulated
wood (Masonite), or
aluminum siding, and
iii. Permanent skirting is
to be limited to decorative
masonry, stone and brick.
Skirting material must be
permanently fastened to an
approved foundation as
permitted in ANSI A225.1
and NEPA 501A,
f. The manufactured
home shall be entered
upon the tax rolls of
Uintah County as real
property in accordance
with Utah Code 59-2-602,
g. The manufactured
home shall have been
issued a City building
