Prior to the adoption of Ord. 2008-07 on 05/07/2008, Section 16.58.200 read as follows.

Where a street is designed to remain only temporarily as a dead-end street, an adequate temporary turning area shall be provided at the dead-end thereof to remain and be available for public use so long as the dead-end condition exists. The surface of the temporary turn around shall be graded to allow storm water to drain from its surface and shall be paved in accordance with Vernal City specifications. (PZSC § 03-28-005 (2) (M))
