The cost of improvements which are required under the provisions of this section, as well as the cost of other improvements which may be installed in the subdivision, shall be the responsibility of  the subdivider unless special negotiations for major streets or water lines over six (6) inches in diameter are made previously by the City Council.  (PZSC § 06-28-007)(Ord.
