Section 16.58.510 Enforcement and permits.

    A.  With the exception of grading permits, no officer of Vernal City shall grant any permit or license for the construction or use of any building or land unless and until all public improvements and infrastructure required by Vernal City ordinances and all conditions agreed to by the subdivider as part of the approval process are completed and are accepted by Vernal City; except that:
    1.  A building permit and a certificate of occupancy may be issued on an individual lot in a subdivision provided that all conditions listed in section A are met along all exterior property lines of the lot and between the lot and a fully improved and accepted public road outside of the boundaries of the subdivision.
    2.  When a section of road and it's associated public improvments is required to be constructed and dedicated to the public and that section of road will not be directly connected to an existing maintained public road before the anticipated completion of the subdivision, or phase of the subdivision, the City and the developer may enter into a development agreement governing the development of that section of road.  After said development agreement is approved by the City Council and recorded in the Uintah County Recorder's Office, the terms governing the issuance of permits as related to said section of road shall be determined by the development agreement.
