The duties and powers of the City Council shall include the following;

    A.    To appoint and remove with the participation of the Mayor, as part of the governing body of the City, the City Manager by a majority vote thereof;

    B.    To pass upon and determine all questions of policy;

    C.    To adopt a budget;

    D.    To pass and adopt all ordinances and resolutions of the city;

    E.    To authorize issuance of bonds;

    F.    To appoint members of all boards of commissions as are now or may be constituted and upon the recommendation of the Mayor;

    G.    To approve, together with the Mayor, the recommendations of the City Manager for appointment of heads of each City Department;

    H.    To perform other duties and powers as prescribed by the governing body which are not prohibited by the laws of this state. (Added during 1993 recodification)
