Each committee is advisory to the Council quorum. When a committee has completed its review and comment on an ordinance, resolution or new program, the City Manager shall prepare it for Council consideration and place it on the Council meeting agenda. At that time, the total Council shall be informed of the proposed change and reasons for it, and be asked for legislative action. (Ord. 81-2 § 5)
