It is the intent of Vernal City to repeal its franchise tax levied on gas and electricity as applicable and adopt the municipal energy sales and use tax, pursuant to, and in conformance with, Utah Code Ann. § 10-1-301 et seq, "The Municipal Energy Sales and Use Tax Act."(Ord.
