If no bid is received on a parcel of delinquent property which is at least equal to the amount of the assessment, interest and costs, such parcel may be purchased by the

City for the amount of assessment, interest and costs and the sale to the City shall have the same effect as if made to any other individual or entity. The City shall thereupon draw a warrant for the City's bid amount against the City's general fund and in favor of the City Treasurer for the special improvement district fund for which the tax was levied.
