In all cases where property is sold to Vernal City and is redeemed, the City Treasurer shall issue a formal notice of redemption in writing and file the same with the City Recorder who shall attach the notice to the corresponding certificates of sale on file in his office, and endorse on the face of the certificate of sale in red ink the word "Redeemed" and the date of redemption.
