Section 3.24.010 Purpose.

The continued increase in the development of land within the corporate limits of Vernal City , and within all areas outside of the corporate limits of Vernal City presently being, or to be serviced by Vernal City's water and sewer utilities, with the attendant increase in population, has created a need for the planning, acquisition, improvement and expansion of the water and sewer facilities and services to serve the increasing population of Vernal City, and for means of providing additional revenues with which to finance such public facilities and services. The Vernal City Council declares that the development impact fee is required to be paid by the ordinance codified in this chapter and are assessed pursuant to these needs created by new development.
