Chapter 3.28 PURCHASING
Section 3.28.030 Duties and authority of the Purchasing Agent.
Under the general direction of the Finance Director, the Purchasing Agent shall
assume
the following duties and responsibilities:
A. Prepare and administer rules and regulations which
carry out the provisions of the
ordinance codified herein and recommend changes to such rules and regulations as
deemed necessary;
B. Act to procure for Vernal City the highest possible
quality in supplies, equipment
and contractual services at the least expense to the City;
C. Seek to obtain as full and open competition as possible
on all purchases;
D. Prescribe and maintain such forms as are reasonably
necessary for the efficient
operation of the purchasing system;
E. Ensure that all supplies and equipment are in conformance
with approved
specifications;
F. Transfer surplus or unused surplus supplies and equipment
between departments,
as needed, or recommend disposal or lease of such property to the City Manager;
G. In so far as possible, maintain bidder's lists, vendors
catalog files and other such
records as needed for the efficiency of the purchasing system;
H. Establish, operate and maintain an inventory in a
central store facility adequate to
provide efficient control and dispersement of City-owned supplies and equipment.
