The purpose of this title is to establish proper and reasonable regulatory measures as may be deemed necessary and wholesome to govern the operation of certain businesses within the corporate limits of the City in the interest of protecting the health, safety, and welfare of the present and future inhabitants of the City, under the general police powers granted to the City under the statutes of the state; to establish a regulatory license fee to provide the means to allow the City and its appointed officers the ability to carry out the provisions of this title, including the inspection of the physical facilities in or on which the business will be located to ensure compliance with applicable and governing building, fire, safety and other codes; and to provide for the establishment of a revenue license fee. The revenue license fees hereinafter specified are levied and assessed upon the privilege of doing any of the acts within the City for which a revenue license fee is hereinafter prescribed during any license year or portion thereof.
