All license fees and taxes are to be levied against all persons required to obtain a license on an annual basis which shall run for the duration of a calendar year. All annual fees required to be paid as provided in Chapter 5.16 of this title, shall be prorated on a quarterly basis through the end of the calendar year for the licenses issued effective after March 31 of any year.
