No rebate shall be allowed upon any license, unless the business of the licensee has been damaged by fire or other unavoidable accident or unless in case of poverty or sickness which forces the licensee to close his business. In all such cases, the City Council shall have discretionary power as to what amount, if any, shall be rebated. (Prior code § 11-02-011)
