The practice of going in and upon the property of private residents in the City by solicitors, peddlers, hawkers, transient vendors and temporary merchants, not having been requested or invited to do so by the owner or owners, occupant or occupants of the private residence, for the purpose of selling goods, wares and merchandise, or soliciting orders for the sale of goods, wares and merchandise and/or hawking the same, is declared to be a nuisance and punishable as such nuisance and is a misdemeanor, unless a door-to-door solicitors permit has been granted by the Vernal City Council, as provided in Chapter 5.60 of this title.
