A.    disproportionate cost license fees, as well as the revenue license fees hereinafter specified are levied and assessed upon the privilege of doing business within the City as further explained in Section 5.04.020.

    B.    Disproportionate cost fee shall be defined as all costs associated with administering the business license process and providing necessary municipal services to businesses, such services to be above and beyond the level of service provided to other residents of Vernal City:

        1.    Approved administrative fee:    $25.00

        2.     Approved municipal service fee:    $25.00

            Total disproportionate fee:    $50.00

        3.    Approved disproportionate cost fee for temporary merchant fee:    $250.00

    C.    The enhanced service fee shall be defined as the cost to provide additional municipal services to a business above and beyond the basic level of services provided as per the disproportionate cost fee and based on the number of full-time employees of the business. The formula for the enhanced service fee shall be as follows:

        1.    Each full-time employee: 6% of disproportionate cost fee.
