It is unlawful for any person to sell beer or permit the consumption of alcoholic beverages on any premises unless such premises are licensed for such sale or consumption. It shall be unlawful for any licensee to violate the terms of his license, and it shall be unlawful for any person, unless he shall be so licensed, to sell bottled, canned or draft beer to be consumed on the premises.
