It is unlawful for any owner, operator, manager or lessee, or any agent, partner, associate or employee of such owner, operator, manager or lessee to any "place of business" as in this title defined, knowingly to permit or allow customers, members, guests or any other person to consume "alcoholic beverages" as defined in this title, without first obtaining a license under this chapter.
