It is unlawful for any person, firm, corporation or association to operate, maintain or conduct within the City any billiard or pool hall, arcade, amusement hall or gameroom without having first obtained a license therefor from the City License Clerk as provided in this title. For the purposes of this chapter, an amusement hall license must be obtained for any place of business where three (3) or more amusement devices are operated, exhibited, permitted to be operated or played, or where more than one (1) billiard or pool table is operated, exhibited, permitted to be operated or played by the public for a fee or some other consideration. No license for such place of business shall be issued unless the applicant and the premises are qualified and the business is operated in accordance with the conditions, qualifications and regulations specified in this chapter. The location of such amusement center, arcade or pool hall shall be reviewed and approved by the Vernal City Planning Commission prior to the issuance of a license. (Prior code § 11-07-001)
