It is unlawful for any person to engage in, or for the operator or operator's representative of any such licensed person to suffer or permit any person to engage in any illegal or improper diversion of activity, or any use of insulting, profane, indecent, immoral, lewd or obscene language, or any indecent, insulting, tumultuous, lewd or lascivious conduct or behavior, or any gaming or betting or any disturbance or breach of the peace or any fighting or challenging or threatening to fight.
