A.    The licensed premises at all times when it is open for business shall be under the immediate and effective supervision and control of the operator or his personal representative who shall diligently enforce on the premises all applicable ordinances, rules and regulations.

    B.    The operator and all representatives in active control of the licensed premises shall be responsible persons and of good moral character. No person shall act as the supervisor unless and until he shall be investigated by or at the direction of the Chief of Police and found to be fully qualified as aforesaid, and approved by the Chief of Police in writing.
