The application for such license, together with such information as is required by the City to be attached thereto, shall be referred to the Chief of Police for inspection and review. If it is the opinion of the Chief of Police that the application for license should be denied, the Chief of Police shall make a report to the City Manager recommending such denial of license within fifteen (15) days after receiving such application. If recommendation is made by the Chief of Police to deny granting a license, the City Manager shall refer the license application along with the report of the Chief of Police to the City Council for their consideration within thirty (30) days after receiving the recommendation of the Chief of Police.
