No license under the provisions of this chapter shall be issued for any temporary business to be conducted or inventory to be stored from a fixed location and where such business is conducted in whole or in part from an automobile, truck, van, trailer, manufactured home, motor home, or other vehicle on wheels with or without its own power at any location within the City except any temporary business activity as provided in Section 16.24.150(B.1),(B.3) and Section 5.36.030(B).
