No restaurant or beer parlor shall be operated within the City or its police jurisdiction unless it conforms with the grade A or grade B requirements of this chapter; provided, that when any restaurant or beer parlor fails to qualify for either of these grades, the Health Officer is authorized to degrade the restaurant or beer parlor and permit its operation during a temporary period not exceeding thirty (30) days.
