Each applicant for a license to conduct a salvage or wrecking shop business within the City shall make application in writing therefor to the City Council, stating his name, age and address, and the address where such business is to be conducted. The applicant shall also state whether he is owner, tenant or lessee of the premises where the business is to be conducted, and if other than the owner thereof, the applicant shall submit with his application for the license, a written statement from the owner of the premises or his duly authorized agent, to the effect that the owner consents to the use of such property or premises for such business.
