It is unlawful for any person or his agents, servants or employees conducting or engaging in the business of a salvage or wrecking shop to accumulate or permit the accumulation of rags, old rubber, waste, rubbish, oil, grease or other inflammable or combustible material of any nature on or upon or in any premises occupied by him for the conducting of such business.
