All premises used for a salvage or wrecking shop business within the City shall, in all cases where the portion of such premises fronting on any street within the City is not occupied by a building, be effectively screened by a suitable fence or other structure approved by the Fire Chief, so that the contents of such premises are not visible from the street upon which such premises abut.
