Door-to-door solicitor" means any person who conducts business within the corporate limits of Vernal City, selling, offering for sale or taking orders for merchandise door-to-door within the City. Individuals representing nonprofit, charitable or civic organizations conducting door-to-door solicitations for charitable purposes are exempted from the provisions of this chapter.
