Section 5.64.020 License application--Procedure.

    Any person desiring to engage in a business regulated by this chapter shall make application to the City License Clerk for such license. Each applicant at the time of filing his application and each prospective employee of a license herein, shall appear in person before the City Chief of Police who shall inquire of him as to his experience and qualifications and other basic requirements as herein provided to engage in such business. The Chief of Police shall then file his written findings and recommendations with the City License Clerk and City Council. The City License Clerk shall prepare the application and supporting information for the City Council which shall either issue or deny such license, or allow the employment based upon recommendations of the City License Clerk and Chief of Police, and such other information as the City Council may have concerning the applicant and upon the payment of the required fee.
