This chapter is adopted pursuant to the provisions of UCA  Chapter 11-3 and Sections 10-8-87 and 10-8-84, as amended, for the purposes of regulating the sale, exposure for sale, use or distribution of fireworks within Vernal City in order to provide for the safety of its residents.
