Prior to the adoption of Ord. 2006-20 on 06/07/2006, Section 5.68.130 read as follows.

~~The governing body of~~ Vernal City, notwithstanding any of the provisions of this chapter to the contrary may, upon application in writing, upon posting of a suitable bond, grant a permit for the public display of fireworks. After such permit has been granted, sales, possession, use and distribution of fireworks for such display shall be lawful for that purpose only. (Prior code § 11-18-013)
