Prior to the adoption of Ord. 2005-15 on 10/05/2005, Section 6.04.080 read as follows.

"Animal shelter" means a facility owned and/or operated by a governmental entity or any animal welfare organization that is incorporated within the state under Utah Code Annotated 1953, Section 76-9-302, as amended, and used for the care and custody of seized, stray, homeless, quarantined, abandoned or unwanted dogs, cats or other small domesticated animals and/or livestock.
