Chapter 6.04 PURPOSE AND DEFINITIONS
Section 6.04.090 Animal under restraint.
"Animal under restraint" means any animal under the control of its
owner or person
having charge, care, custody
of the animal.

n animal
shall not be considered under
control of the owner unless on a leash or lead, confined within a vehicle or within the real
