Prior to the adoption of Ord. 2005-15 on 10/05/2005, Section 6.12.130 read as follows.

Any owner or person having charge, custody or control of more than four (4) cats or dogs or any combination thereof, at a single residence or location which are over four (4) months of age shall be deemed a nuisance under this title.
