Prior to the adoption of 99-03 on 05/10/1999, Section 6.22.030 read as follows.

    A.  A sterilization deposit shall be:
        1.    A portion of the adoption fee or impoundment fee for the animal.  
        2.    A deposit that is:
            a) refundable to the recipient if proof of sterilization of the animal thirty (30) days of transferring the animal is presented to the animal shelter not more than thirty (30) days after the date the animal is sterilized; and
            b) forfeited to the City if proof of sterilization is not presented to the animal shelter in compliance with subsection (A)(2a); and
        3.    A deposit required to be paid in order to claim an unsterilized animal impounded at the animal shelter.  
    B.  Sterilization deposits under Subsection (A) shall be established by resolution of the City Council.  
    C.  If a female dog or cat and her litter are transferred to one person, a sterilization deposit is required only for the female dog or cat.
    D.    All sterilization deposits forfeited or unclaimed under this section shall be retained by the City and shall be used for:
    1.    A program to sterilize animals;
        2.    A public education program to reduce and prevent overpopulation of animals; or
        3.    Any additional costs incurred by the City in the administration of this Chapter.(Ord. No. 99-03, Enacted, 05/10/99)
